
CAEP Annual Reporting Measures
The Rockbridge Teacher Education Consortium (RTEC) is a collaborative teacher preparation partnership between Washington and Lee University and Southern Virginia University. RTEC is nationally accreditated through the Council for the Accreditation of Educator Preparation (CAEP). CAEP requires each nationally accreditated education preparation provider to report annually on program impact and outcome measures. This page offers the annual reporting measures for RTEC. RTEC comprises one undergraduate initial teacher licensure program. This single initial licensure program was part of the last accreditation cycle.

W&L Teacher Education (RTEC) does not offer any advanced-level programs.
IMPACT MEASURES (CAEP Standard 4)
Measure 1: Impact on P-12 student learning and development (component 4.1)
RTEC documents multiple measures that demonstrate completers' impact on P-12 student learning and development. RTEC currently surveys completers and their employers to collect data on completers' impact, as well as collects reports on action research from completers to determine candidates' impact on P-12 student growth.
Measure 2: Indicators of Teaching Effectiveness (component 4.2)
RTEC demonstrates that completers effectively apply the professional knowledge, skills, and dispositions that the preparation experiences were designed to achieve. The following reports mutli-dimensional measures of preparation:
Measure 3: Satisfaction of employers and employment milestones (component 4.3)
RTEC demonstrates that employers are satisfied with completers’ preparation and that completers reach employment milestones such as promotion and retention.
Measure 4: Satisfaction of completers (component 4.4)
RTEC demonstrates that program completers perceive their preparation as relevant to the responsibilities they confront on the job and that the preparation was effective.

Measure 5: Graduation Rates
RTEC graduation rates for the most recent three years are:
- 2020-21 6 Enrolled/ 6 Graduated (100% rate)
- 2019-20 5 Enrolled/ 5 Graduated (100% rate)
- 2018-19 3 Enrolled/ 3 Graduated (100% rate)
- 2017-18 5 Enrolled / 5 Graduated (100% rate)
- 2016-17 11 Enrolled / 11 Graduated (100% rate)
Measure 6: Ability of completers to meet licensing (certification) and or any additional state requirements
The state of Virginia requires teachers to pass several exams in order to be licensed. The exams include the Praxis I, Praxis II (Content Area) Exam, RVE (Reading for Virginia Educators, PK-6 only), and VCLA (Virginia Communication and Literacy Assessment). Once candidates have completed their bachelor’s degree, passed the above mentioned exams, and completed state-mandated requirements for training in First Aid/CPR/AED, Dyslexia, Behavioral Intervention and Support, and Child Abuse and Neglect, they are eligible to apply for licensure with the VDOE.
All RTEC completers have met the requirements for teacher certification in Virginia. The following aggregated exam pass rates provide evidence of this measure:
2012-2021
- Praxis I - 100% pass rate
- Praxis II - 100% pass rate
- RVE - 100% pass rate
- VCLA - 100% pass rate
Measure 7: Ability of completers to be hired in education positions for which they have been prepared
RTEC compiles records of completers' teaching positions for each graduating class, documenting their continued retention for each year removed from the program.
Measure 8: Student loan default rates and other consumer information
The student loan default rate for Washington and Lee University is 0.0%.
The student loan default rate for Southern Virginia University is 6.2%
The universities do not provide rates for individual departments or programs.
